About the EU Packaging and Packaging Waste Regulation (PPWR)
On 22 January 2025, the long-awaited EU Packaging and Packaging Waste Regulation (PPWR) was published. This new regulation will come into effect on 12 August 2026, marking a major shift in how packaging is designed, managed, and regulated across the EU by focusing on aspects such as recyclability, recycled content and protecting consumers and the environment from substances of concern.
Since 1994, the EU and Great Britain have operated under a packaging and packaging waste framework. This framework—often referred to through its “essential requirements”—meant businesses had to minimise packaging, design for recyclability, and eliminate heavy metals and harmful substances. The new PPWR doesn’t throw out the old system, but it builds on it and adds further obligations to anyone placing packaging on the market, either on its own or as part of finished goods.

Bloom Regulatory is pleased to offer a PPWR readiness review service with advice on technical dossier (including minimisation) compilation. This service has been tailored to cosmetics businesses.
The full review service will evaluate whether the packaging can be marketed in Europe as per the Packaging and Packaging Waste Directive / Regulation (current and future compliance). Once documentation is received, the Bloom team will assess the robustness and the validity of the documents and provide advice and support on how to transfer the evidence and findings into a PPWR Technical Dossier format for future evidence of compliance.
What can you expect from a PPWR readiness review?
STEP 1: Data gathering
A checklist of required information and documentation will be provided for the customer to obtain.
STEP 2: Compliance Assessment
The assessment phase will include an assessment of the customer documentation as a readiness review for PPWD/R current and future requirements. The review will include all packaging components, such as bottle, cap, label, ink and glue.
Aspects reviewed will include:
Evidence of Substances of Concern and heavy metals
Information on recycled content
Information on recyclability
Recyclability and minimisation concerns (such as difficult to recycle formats or excessive packaging)
STEP 3: Recommendations and Technical Dossier Compilation Advice
Where changes will need to be made to ensure future compliance, advice will be provided relating to necessary changes and timelines.
For packaging identified as compliant, advice will be provided on what information should be recorded in the Technical Dossier as proof of compliance.
